The impact of this kind of devastation and displacement not only destroys the rhythm of day-to-day life, but the fibres of commerce that connect and support the local community, the provincial and national economy and the tourism product of Canada.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jasper is a national treasure, and it will be rebuilt, but it will take time, care and support. Thank you to all members and associates who have pitched in with funds, food, lodging, logistics and other aid. It\u2019s what we do best and a sobering reminder of how important a role we play in our communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Restaurants Canada has donated $10,000 to the <a href=\"https:\/\/www.linkedin.com\/posts\/restaurants-canada_in-times-of-need-we-know-our-industry-comes-activity-7223787646085382144-OYkw?utm_source=share&amp;utm_medium=member_desktop\"><strong>YEG Hospitality for Jasper Fund<\/strong><\/a>, through the Edmonton Community Foundation. Every dollar donated (with a small admin fee) will flow through to hospitality and tourism workers displaced by the wildfire. You can also <a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSf1GCR5J2PjfgRnlMYSwAwnA78ycA0TVbu0nNDvQbmp8UsOJw\/viewform\">consider holding a fundraising event<\/a> to raise funds, organized by the YEG Hospitality Fund, a collective of business owners from the Edmonton hospitality community.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As we all well know, the effective management of foodservice businesses has always depended on current data and real-world results. As previously mentioned, this double hit has been attributed to a reduction in available discretionary income hitting our industry guest counts and an increase in costs. I was glad to be able to emphasize our urgent need for the government to ease the compounding pressures by lowering EI premiums for small and medium-sized businesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Urgent action is needed<\/strong> for the Federal Government to lower the EI Premium rate to 1.58%. There\u2019s still time to lend your voice to our campaign, <strong>Lift the Strain on Small Business<\/strong>, but time is running out. Next week you will begin to see our social media EI reduction campaign targeted toward our industry. The goal of the campaign is to increase the numbers of letters being sent from our website to local MPs. The numbers of letters sent is steadily increasing, but we need more\u2014you can help. There are only a few weeks left to make an impact, MPs will be returning to Parliament Hill in September and government will decide shortly thereafter on EI premiums.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Act now by sending <\/strong><a href=\"https:\/\/www.restaurantscanada.org\/liftthestrain\/\"><strong>this letter<\/strong><\/a><strong>. Your Restaurants Canada Regional Vice Presidents are meeting with MPs during August asking them to be champions for an EI premium reduction. Heading into the Liberal Party\u2019s Ministerial and Caucus Retreats at the end of the summer, Restaurants Canada, together with other national business associations, will be publishing an open letter to the Honourable Chrystia Freeland, Deputy Prime Minister and Minister of Finance, in the Financial Post asking for a reduction in EI premiums.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Your support is critical to this campaign\u2019s success.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Please <\/strong><a href=\"https:\/\/www.restaurantscanada.org\/liftthestrain\/\"><strong>visit our campaign page<\/strong><\/a><strong> and take action now.<\/strong><\/h4>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"sustainability-update\">SUSTAINABILITY UPDATE<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>From Jillian Rodak | Vice President, Sustainability<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Consultation Updates: Toronto Single-Use Bylaw and Circular Economy Roadmap, PEI Food Waste Reduction Strategy and Other Ongoing Consultations Continue<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Last week, Restaurants Canada met with the City of Toronto to discuss the future of the\u00a0<\/strong><a href=\"https:\/\/secure.toronto.ca\/council\/agenda-item.do?item=2024.IE13.6\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Single-Use bylaw<\/strong><\/a><strong>\u00a0and the development of the\u00a0<\/strong><a href=\"https:\/\/www.toronto.ca\/services-payments\/recycling-organics-garbage\/long-term-waste-strategy\/working-toward-a-circular-economy\/strategy-for-a-circular-toronto\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Circular Economy roadmap<\/strong><\/a><strong>.<\/strong> The city is considering a single-use ban that includes the same six items included in the current federal plastics ban (checkout bags, cutlery, specific foodservice ware, ring carriers, stir sticks, straws) and will report back on this by the end of 2024. The city will also be conducting a consultation in the fall to explore the expansion of the current single-use bylaw to potentially include reuse regulations for dine-in at restaurants. We will be working with the city in the coming months to ensure that the realities and interests of our industry are considered throughout the single-use bylaw expansion and circular economy roadmap consultations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>We also met with the PEI Department of Agriculture to discuss the&nbsp;<\/strong><a href=\"https:\/\/www.princeedwardisland.ca\/en\/information\/agriculture\/pei-food-waste-reduction-strategy\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>food waste reduction strategy consultation<\/strong><\/a>. We emphasized the great work that foodservice is already doing to prevent and manage food waste. The consultation is in its early stages, and the government is eager to hear from and work with our industry in Stage 2 of its engagement plan in the Fall. They intend to release a \u00ab\u00a0what we heard report\u00a0\u00bb by the end of 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>We are continuing to work on other ongoing consultations<\/strong>, including: Chemical Hazards Bureau&rsquo;s review of the&nbsp;<a href=\"https:\/\/www.canada.ca\/en\/health-canada\/services\/food-nutrition\/legislation-guidelines\/guidance-documents\/information-requirements-food-packaging-submissions.html\" target=\"_blank\" rel=\"noreferrer noopener\">voluntary food packaging program<\/a>, Environment and Climate Change Canada (ECCC)&rsquo;s roadmap to&nbsp;<a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/services\/managing-reducing-waste\/consultations\/roadmap-plastic-waste-pollution-textile-apparel-sector\/proposed-roadmap-plastic-waste-pollution-textile-apparel-sector.html\" target=\"_blank\" rel=\"noreferrer noopener\">reduce textile waste and pollution<\/a>, Health Canada&rsquo;s and ECCC&rsquo;s&nbsp;<a href=\"https:\/\/www.gazette.gc.ca\/rp-pr\/p1\/2024\/2024-07-13\/html\/notice-avis-eng.html#ne3\" target=\"_blank\" rel=\"noreferrer noopener\">updated report<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/services\/evaluating-existing-substances\/revised-risk-management-scope-per-polyfluoroalkyl-substances.html\" target=\"_blank\" rel=\"noreferrer noopener\">risk management scope<\/a>&nbsp;on PFAS, and the Competition Bureau&rsquo;s&nbsp;<a href=\"https:\/\/competition-bureau.canada.ca\/how-we-foster-competition\/education-and-outreach\/guide-june-2024-amendments-competition-act\" target=\"_blank\" rel=\"noreferrer noopener\">new greenwashing provisions<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Federal: Notice of Mandatory Reporting for Above-Threshold PFAS Manufacturing or Importing Issued<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the current consultation on per- and polyfluoroalkyl substances (PFAS), the federal government has published a\u00a0<a href=\"https:\/\/urldefense.com\/v3\/__https:\/www.gazette.gc.ca\/rp-pr\/p1\/2024\/2024-07-27\/html\/sup-eng.html__;!!BiPlgCE7GXGj!2_tMWNZUxshPdu77AIsQ28dQxAVMjJ_0QjF6EtXEM0LEeflJIQ-jGeDMYPxr5etEB04qYqcvGh_ReJY6ndLF69tn$\" target=\"_blank\" rel=\"noreferrer noopener\">Notice<\/a>\u00a0in the Canada Gazette to collect further information on the use of PFAS (e.g., as a grease-proof coating for fibre packaging) to help determine whether they\u00a0are toxic or capable of becoming toxic, and whether to control these substances and in what manner.\u00a0Any person who manufactured or imported substances or items in 2023, above the thresholds listed in the Notice, must report no later than\u00a0<strong>January 29, 2025.<\/strong>\u00a0This can be done through the online reporting system available through\u00a0<a href=\"https:\/\/urldefense.com\/v3\/__https:\/ec.ss.ec.gc.ca\/en\/cs?&amp;GAURI=https:**Aec.ss.ec.gc.ca*auth**A7bl2*7d,https:**Aec.ss.ec.gc.ca*auth*en*&amp;GAREASONCODE=-1&amp;GARESOURCEID=ecssecgccanewp1&amp;Reason=-1&amp;APPID=ecssecgccanewp1&amp;URI=https:**Aec.ss.ec.gc.ca*auth*en*__;Ly8vLyUlLy8vLz8vLy8vPw!!BiPlgCE7GXGj!2_tMWNZUxshPdu77AIsQ28dQxAVMjJ_0QjF6EtXEM0LEeflJIQ-jGeDMYPxr5etEB04qYqcvGh_ReJY6neWzFRU5$\" target=\"_blank\" rel=\"noreferrer noopener\">Environment and Climate Change Canada\u2019s Single Window<\/a>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"federal-update\">FEDERAL UPDATE<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>From Maximilien Roy | Vice-President, Federal &amp; Qu\u00e9bec<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Federal: Restaurants Canada\u2019s pre-budget submission<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As Parliament&rsquo;s return is less than a month away, the Standing Finance Committee is gearing up to hear from various stakeholders to help shape next year&rsquo;s budget. In preparation for this, Restaurants Canada has submitted a proposal highlighting five key priorities for our industry:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Lower the EI (Employment Insurance) premium rate to 1.58%.<\/li>\n\n\n\n<li>Expand the Canada Entrepreneur Incentive to all sectors.<\/li>\n\n\n\n<li>Implement a matching and training program for newcomers.<\/li>\n\n\n\n<li>Rejoin UN Tourism and attract the World Forum on Food Tourism.<\/li>\n\n\n\n<li>Promote jobs in the tourism sector.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Running a restaurant comes with numerous challenges, and we hear from our members and work to address a multitude of issues. That said, the government can only address a limited number of issues with its last budget before the next federal election. To optimize our effectiveness, we have prioritized the main concerns raised by our members that align with the government&rsquo;s agenda so we can focus on delivering the changes that matter most to you.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Click <a href=\"https:\/\/crm.restaurantscanada.org\/sites\/crm.restaurantscanada.org\/wp-content\/uploads\/2024\/08\/Restaurants-Canada-2024-FINA-SUBMISSION.pdf\">here<\/a> to learn more about our pre-budget submission and stay tuned for more information as the Standing Finance Committee begins its review of the recommendations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Federal: Better Access to Information on TFWs Now Available<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Canadian Government has begun to publish its policies related to the Temporary Foreign Worker (TFW) Program on the <a href=\"https:\/\/open.canada.ca\/en\">Open Government<\/a> information portal:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Determination of Consequences<\/li>\n\n\n\n<li>Employer Ineligibility for the TFW Program Labour Market Impact Assessment (LMIA)<\/li>\n\n\n\n<li>Employer Inspection Process<\/li>\n\n\n\n<li>Non-cooperative Employers<\/li>\n\n\n\n<li>Administrative Monetary Penalties &#8211; Payment and Collection<\/li>\n\n\n\n<li>Language of Work<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Statistical datasets for LMIAs are also available on the portal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More TFW Program policies will be added in the future, and revised policies will be published as they are finalized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For any questions regarding the publication of TFW Program policies and statistical data, the TFW Program can be contacted directly at: <a href=\"mailto:edsc.dgce.tet-tfw.seb.esdc@hrsdc-rhdcc.gc.ca\">edsc.dgce.tet-tfw.seb.esdc@hrsdc-rhdcc.gc.ca<\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" id=\"Atlantic\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"atlantic-update\">ATLANTIC UPDATE<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>From Jordi Morgan | Vice-President, Atlantic Canada<\/em><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Nova Scotia: Government Mandates Completion of Responsible Alcohol Service Course for all Servers by December 1, 2024<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">On August 6th\u00a0the government of Nova Scotia, through the Minister of Service Nova Scotia, <a href=\"https:\/\/news.novascotia.ca\/en\/2024\/08\/06\/new-training-requirements-improve-safety-bars\">announced<\/a> all servers at licensed establishments will need to complete a responsible alcohol service course by December 1st. This brings Nova Scotia in line with similar requirements in Prince Edward Island, New Brunswick and most provinces across the country. Restaurants Canada is strongly supportive\u00a0of responsible beverage-alcohol service training, and many operators already make this training a prerequisite for employment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unfortunately, this action was taken with virtually no consultation, so many questions remain&nbsp;unanswered. I&nbsp;sent a letter to the Minister asking for more clarity and&nbsp;made a request for an extension to the deadline to June 2025 to provide for a smoother transition as it may be difficult to get everyone trained during the fall staffing transitions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently there is one course certified by Service Nova Scotia&rsquo;s Alcohol Gaming Division,&nbsp;<a href=\"https:\/\/www.tians.org\/industry-resources\/serve-right\/\" target=\"_blank\" rel=\"noreferrer noopener\">Serve Right<\/a>,&nbsp;a course offered through the Nova Scotia Tourism Human Resources Council at a cost of $35 per server and $50 per manager.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Atlantic: Join us on August 19<sup>th<\/sup> for Restaurants Canada\u2019s Atlantic Regional Engagement Session<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If you have thoughts you would like to share with our Government Relations Team, our summer Atlantic Regional Engagement session is coming up on Aug 19 at 11:00 a.m.\u2014we\u2019d love to hear from you!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You may either join the call or simply send a note on relevant issues that concern you or you think should be brought to our attention. would like to emphasize how incredibly helpful it was to receive timely input from members about the challenges you faced during the LCBO strike.\u00a0Your input gave us concrete, personalized information we could take to the LCBO and government to advocate on your behalf.\u00a0These efforts positioned us to ensure that, in spite of its very limited employee resources, the LCBO made protecting the wellbeing of restaurants and bars a top priority during the strike.\u00a0 <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the strike represented yet another challenge for our industry and for your businesses, we\u2019re thankful it was relatively short.&nbsp;Restaurants Canada was also able to capitalize on the situation to strengthen our crucial relationships with the The recommendations centre around three main themes:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>Fostering a culture of food safety that supports high-quality, safe and healthy learning environments for children.<\/li>\n\n\n\n<li>Public policy, legislation and inspection systems for food safety.<\/li>\n\n\n\n<li>System alignment and integration.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Members interested in the detailed food safety recommendations made in the panel\u2019s report and how the implementation of these recommendations may impact your future food safety plans can review the full panel report and recommendations <a href=\"https:\/\/open.alberta.ca\/publications\/food-safety-and-licensed-facility-based-child-care-review-panel-final-report\">here<\/a>.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>British Columbia: WorkSafe BC Gratuities as Assessed Payroll Policy<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">On July 29<sup>th<\/sup>, BCRFA and Restaurants Canada had a follow up meeting with Tourism Minister Popham to further discuss progress on our pre-election Save BC Restaurants <a href=\"https:\/\/static1.squarespace.com\/static\/5d37827eea1ab800017d102d\/t\/65b01084f7ec2327a81eb3ee\/1706037383417\/Save+BC+Restaurants+-+Menu+-+Web.pdf\">Menu of Issues<\/a> restaurant industry policy priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One concerning issue raised in our previous meetings was WorkSafeBC\u2019 s new 2024 policy for employers to include all verifiable gratuities as assessed payroll. This policy was implemented without any consultation and the industry is largely unaware of the policy which would significantly increase foodservice industry WorkSafeBC premiums at a time when the industry can least afford it. We were pleased that Minister Popham reached out to her Labour Minister colleague and WorkSafeBC executives echoing our industry\u2019s concerns and arranged for a BCRFA\/Restaurants Canada meeting with senior WorkSafeBC officials to discuss our concerns and possible solutions on the verifiable gratuities as assessed payroll policy concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On August 6<sup>th<\/sup>, we had a lengthy productive meeting with WorkSafeBC reiterating our concerns and received a commitment for WorkSafeBC to review the policy with the WorkSafeBC Board of Directors and possibly eliminate or postpone the policy given that there was no consultation and that most BC restaurateurs were unaware of the policy change that would significantly increase restaurant employer premiums and undermine the positive news of a 6% preliminary 2025 restaurant classification premium reduction. We will be following up with WorkSafeBC in the next couple of weeks and are cautiously optimistic that the policy will either be eliminated, amended, or at least postponed pending further consultations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Western Canada: Lift the Strain EI Campaign MP meetings<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Over the summer I continue to meet with Western Canada Members of Parliament to provide state of the industry updates and discuss Restaurants Canada\u2019s \u201cLift the Strain\u201d EI reduction campaign to ask for their support to lower EI premiums from 1.66% to 1.58%.
