Les restaurants des r\u00e9gions rurales attendent que les gouvernements provinciaux leur annoncent s\u2019ils pourront b\u00e9n\u00e9ficier d\u2019un r\u00e9pit temporaire pour r\u00e9soudre leurs probl\u00e8mes de main-d\u2019\u0153uvre \u00e0 la suite d\u2019une demande d\u2019augmentation du plafond de travailleurs \u00e9trangers temporaires (TET), rapporte Restaurants Canada.<\/p>\n\n\n\n

Le 13 mars, le gouvernement f\u00e9d\u00e9ral a annonc\u00e9 qu\u2019il augmenterait temporairement le plafond de TET dans les r\u00e9gions rurales qui connaissent de graves p\u00e9nuries de main-d\u2019\u0153uvre, mais uniquement si la province en fait officiellement la demande.<\/strong> Le 1er<\/sup> avril \u00e9tait le premier jour o\u00f9 les employeurs pouvaient potentiellement profiter de cette augmentation du plafond, mais la plupart d\u2019entre eux n\u2019ont pas encore re\u00e7u de r\u00e9ponse de leur gouvernement provincial.<\/p>\n\n\n\n

\u00ab Restaurants Canada invite les gouvernements provinciaux de l\u2019ensemble du pays \u00e0 soutenir les restaurants et les collectivit\u00e9s rurales en demandant cette augmentation temporaire du plafond de TET, affirme Kelly Higginson, pr\u00e9sidente-directrice g\u00e9n\u00e9rale de Restaurants Canada. Nous avons besoin de solutions \u00e0 long terme en mati\u00e8re de main-d\u2019\u0153uvre, notamment des investissements dans la formation des jeunes, la technologie et l\u2019immigration avec une voie d\u2019acc\u00e8s \u00e0 la r\u00e9sidence permanente, mais en attendant, les restaurants ont urgemment besoin de travailleurs. \u00bb<\/p>\n\n\n\n

Les TET ne repr\u00e9sentent que 3 % de la main-d\u2019\u0153uvre du secteur des services alimentaires et constituent une solution de dernier recours pour les employeurs. Ils comblent des lacunes importantes dans les collectivit\u00e9s o\u00f9 les populations vieillissent, o\u00f9 la main-d\u2019\u0153uvre diminue et o\u00f9 le taux de participation des jeunes est en baisse. L\u2019embauche d\u2019un TET est co\u00fbteuse. De plus, avant d\u2019entamer une telle d\u00e9marche, les employeurs doivent prouver qu\u2019ils n\u2019ont pas \u00e9t\u00e9 en mesure d\u2019embaucher localement au salaire en vigueur sur le march\u00e9. Les TET occupent souvent des postes qualifi\u00e9s, comme les postes de chefs ou de cuisiniers, ou des postes difficiles \u00e0 pourvoir, comme les postes de nuit. Lorsque ces postes ne sont pas pourvus, les restaurants doivent \u00e9liminer des quarts de travail, r\u00e9duire leurs heures d\u2019ouverture ou m\u00eame fermer leurs portes.<\/p>\n\n\n\n

\u00ab Dans certaines collectivit\u00e9s rurales, les restaurants peuvent \u00eatre la seule source d\u2019emploi local pour les jeunes, ajoute Mme<\/sup> Higginson. Ce sont des lieux de rassemblement communautaire et des endroits o\u00f9 les voyageurs et les r\u00e9sidents peuvent prendre un repas. La perte d\u2019un restaurant dans ces collectivit\u00e9s est d\u00e9vastatrice. \u00bb<\/p>\n\n\n\n

La campagne \u00ab Les restaurateurs ont besoin de bras \u00bb<\/a> de Restaurants Canada met en lumi\u00e8re les d\u00e9fis syst\u00e9miques en mati\u00e8re de main-d\u2019\u0153uvre auxquels est confront\u00e9 le secteur des services alimentaires, qui emploie plus de 1,2 million de personnes, dont 39 % sont des jeunes, et qui sert plus de 23 millions de visiteurs chaque jour. Bien que le secteur des services alimentaires connaisse la deuxi\u00e8me hausse des salaires en importance \u2013 tous secteurs confondus \u2013 depuis 2021, 70 000 emplois demeurent vacants dans l\u2019ensemble du pays.<\/p>\n\n\n\n
