Newfoundland and Labrador is permanently allowing alcohol to be sold with delivery

Acting on the recommendation of Restaurants Canada, the Government of Newfoundland and Labrador has made changes to the province’s liquor rules to permanently allow alcohol to be sold with delivery orders.

On Oct. 23, amendments to the Liquor Licensing Regulations took effect that will permit the use of a third party delivery service provider for the delivery of alcohol ordered with meals.

These amendments include the creation of a new “delivery service licence” that authorizes a company to deliver alcohol in accordance with the Liquor Licensing Act, as well as rules specific to the delivery of alcohol such as:

  • No delivery to persons under 19;
  • No delivery to persons who appear intoxicated; and
  • No delivery to places where alcoholic liquor is not permitted to be purchased or possessed.

Employees who will be delivering alcohol with this new license will also be required to complete the Hospitality Newfoundland and Labrador Serve Responsible NL online learning program. Delivery drivers will be expected to make informed choices on their own when they sell, serve, or offer alcoholic liquor products, and this training helps equip drivers with that skill set.

Allowing licensees to sell alcohol for off-site consumption was a key ask in our 2019 Raise the Bar report. With restaurants facing a long road to recovery from the COVID-19 crisis, this measure is needed now more than ever.

In a personally signed letter to Restaurants Canada Vice President Luc Erjavec, Finance Minister Siobhan Coady wrote:

We know that this has been a difficult year as your members have managed their way through the COVID-19 crisis, and it is our hope that this measure, along with the previously announced supports from our government will provide further economic opportunities for your industry.
