Restaurants Canada lauds Pallister government for recommitment to foodservice sector

Manitoba’s new 100-day action plan vows to change liquor rules so that restaurants can deliver alcoholic beverages

WINNIPEG – Sept. 18, 2019 – Restaurants Canada applauds the newly re-elected government of Premier Brian Pallister for recommitting to implement changes that will improve operational realties for Manitoba’s foodservice businesses.

According to the 100-Day Action Plan that the premier unveiled today, the province is now committed to “develop legislative changes to allow restaurants to deliver liquor directly to customers.”

“We have been working with Manitoba’s government for some time to bring forward this change,” said James Rilett, Restaurants Canada Vice President, Central Canada. “We are thrilled to see the Premier is not only following through on this commitment, but he is moving quickly to make it happen.”

This was a key ask in the latest Raise the Bar report that Restaurants Canada released last week — a biennial look at liquor policies impacting foodservice and hospitality businesses from coast to coast.

This year’s report revealed a considerable thirst for selling alcohol through takeout or delivery: Seven out of 10 licensed foodservice businesses told Restaurants Canada that they would benefit from being able to sell alcohol to their patrons to enjoy off-site.

While Manitoba’s hotels can currently sell liquor products to go and third-party services can deliver alcoholic beverages to customers at home, restaurateurs continue to be shut out from having these options. Restaurants Canada looks forward to welcoming reforms to liquor legislation that will level the playing field.

Restaurants Canada also supports the commitment unveiled in the newly elected government’s 100-day action plan to exempt craft distillers, cideries, and breweries from the liquor product mark-up for on-premise sales. Hopefully the government will allow licensed foodservice operators to purchase these products from producers at the same lower prices so that they can further promote made-in-Manitoba products.
