As promised during their electoral campaign, the Coalition Avenir Quebec tabled restrictive new cannabis legislation on Dec. 5. If passed, the new bill will increase the legal minimum age to buy or consume cannabis from 18 to 21 and prohibit students from consuming cannabis on school grounds, including universities (with the exception of student residences). It also prohibits stores within 250 metres from post-secondary institutions, where previously the laws only indicated elementary and high schools, and rules out consumption in public spaces, such as sports facilities, sidewalks, parks, and playgrounds.
The bill will be debated during the first few months of 2019 and is expected to come into effect sometime in the spring.
