Legislation that will impose some of the strictest cannabis rules in Canada has been adopted by Quebec’s National Assembly.
Bill 2: An Act to tighten the regulaton of cannabis, which passed after a vote of 64-43 on Oct. 29, will raise the legal age for purchasing and consuming recreational cannabis products from 18 to 21. The change will come into effect as of Jan. 1, 2020.
The legislation was first tabled on Dec. 5, shortly after the Coalition Avenir Québec won the provincial election and formed government.
The federal law legalizing recreational cannabis use sets the minimum age at 18 but gives provinces and territories the power to increase it. In all other jurisdictions the minimum legal age is 18 or 19.
Bill 2 will also prohibit the consumption of recreational cannabis products in public, except for areas designated by municipalities where no one is under the age of 21.
Earlier this year the Quebec government also introduced regulations that will outlaw the sale of most edible cannabis products in the province.
