Economic Mobility Pathways Program Extended

Yesterday, the federal government announced the extension of the Economic Mobility Pathways Pilot (EMPP) until December 31, 2025. This program helps skilled refugees and vulnerable individuals apply for permanent residence while supporting employers in critical sectors that face labour market shortages.
The EMPP is part of Canada’s broader immigration strategy to promote economic growth, address labour market needs and help newcomers settle in communities across the country.
The annual intake cap for 2025 is set at 950, so we encourage employers who want to tap into this program to fill vacant positions to act fast.
While this is welcome news, the extremely low cap for this program will not fill the void created by the federal government’s cuts to immigration streams. We know that many members remain concerned about future access to foreign labour. We continue to urge the federal government to act promptly to establish a pathway for workers who are already in Canada to remain and renew their work permits.
